Overview

The E.S.E.A. Title I Program is a federally funded project developed to meet the academic needs of students.  E.S.E.A. stands for the Elementary and Secondary Education Act that was passed in 1965.  The No Child Left Behind Act, signed into law by President George H.W. Bush on January 8, 2002, reauthorized E.S.E.A. Title I.  The No Child Left Behind Act is designed to promote educational excellence for all students.  The goal is for all students to achieve proficiency of the academic standards.

Moon Area School District is a targeted-assistance program in the elementary schools.  We also provide Title I services to eligible students at St. James.  The Allegheny Intermediate Unit provides assistance in reading for eligible non-public schools.

The Program

Title I was enacted to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum proficiency on challenging state academic achievement standards and assessments. This can be accomplished by meeting the educational needs of low-achieving children, closing the achievement gap between high+ and low- performing children, high standards for all students, enriched and accelerated instruction decentralized decision making improved accountability, high quality professional development, coordination and integration of services, expanded family involvement, extended learning time, and early intervention.

 
Improving American’s School Act of 1994, which reauthorized the Elementary and Secondary Education Act of 1965, mandates that an LEA (school district) may receive Title I funds only if it implements programs, activities and procedures for the involvement of parents. This improvement and implementation must follow the guidelines listed below:
 
1.   The parent involvement activities and procedures must be planned and implemented with meaningful consultation of parents and participating children.
2.   The consultation must be organized, systematic, ongoing, informative and timely in relation to decisions about this program.
3.   The activities and procedures must be of sufficient size, scope and quality to give reasonable promise of substantial progress toward achieving the goals.
 
Moon Area School District follows a “Targeted Assistance” model under Title I Part A: Improving the academic achievement of the disadvantaged and providing aid for pupils in high poverty schools. Individual buildings are reviewed for eligibility annually based on the level of financial need which is determined, in part, by the number of students who have been approved for Free/Reduced Lunch at the building level.

Policy 801 Public Records:Right-To-Know Policy - The purpose of this policy is to establish procedures to ensure the district complies with the requirements of the Right-to-Know Law, which allows legal residents of the United States to inspect and obtain copies of public records.

Fees For Public Records Requests -The Open Records Officer will ensure that the district establishes, maintains and disseminates a current list of reasonable fees that requesters must pay in order to receive access to a requested record.

According to the U.S. Department of Education, a highly qualified teacher, is fully certified, has a bachelor’s degree and has completed content area major OR has passed a content area test in the subject he/she is assigned to teach. 

In Pennsylvania, a fully certified teacher must have a bachelor’s degree, a content area major AND have passed a content area test. 

 

In addition, fully certified teachers in Pennsylvania have completed pedagogical course work in education, including student teaching. 

Every teacher in Moon Area School District meets the No Child Left Behind standards for Highly Qualified Teachers.  All teachers in the Moon Area School District Title I program have a PA Reading Specialist certification.
